The S.T.A.R. Program was created when Addiction Resource Council, Inc. (ARC) and the Delafield Police Department collaborated to provide an essential resource for the Waukesha County community. This program is designed to help individuals who struggle with substance use navigate their roadmap to recovery. S.T.A.R. is a stigma-free entry point into recovery where the goal is to guide participants through the first steps of a personalized recovery plan.
Program Participants
The S.T.A.R. Program is available to all Waukesha County residents and beyond who struggle with substance abuse. Community members interested in participating in the S.T.A.R. program have two options to do so:
The participant arrives at the Delafield Police Department to drop off substances and/or paraphernalia and receive a way to recovery without fear of arrest. Participants are greeted with support, compassion, and respect by both officers and ARC staff.
In-Person:
Over the Phone:
The participant calls or texts the S.T.A.R. resource line and connects to an ARC Recovery Advocate. The individual immediately begins the referral & intake process on the phone.
Referral & Intake Process
Step 1:
An assessment is conducted on-site or over the phone at no cost by a qualified ARC Advocate.
Step 2:
The participant and Recovery Advocate work together to create a personalized recovery plan. A referral is made for the most appropriate level of treatment or service for the participant
Step 3:
The participant is asked about private health insurance. If applicable, the participant’s health insurance is accessed to fund treatment or services agreed upon in their recovery plan. Treatment options do consider the participant’s ability to leverage insurance benefits, homelessness, and available support system.
Step 4:
The participant’s early progression through the first steps of their personal recovery plan is monitored and recorded by an ARC Recovery Advocate.
Note: The above process has been generalized. Steps and discussions that take place within the S.T.A.R. program are dependent on the specific scenario(s) of each participant.
What is a Recovery Plan?
A recovery plan is a step-by-step action guide that is created by the individual struggling with substance use, often alongside a professional or peer. This plan is a personal roadmap through recovery and a tool used to reduce the risk of relapse.

What is a Recovery Advocate?
A recovery advocate is someone who guides an individual through the processes in their recovery plan. As a qualified ARC staff member, they ensure that program participants are experiencing early progress and positive outcomes in treatment and/or services.
